Job Description

REPORTS TO: Director of Administration
CATEGORY: Exempt, Full-Time, Domestic Employee
LOCATION: Lancaster, PA

The Human Resources Manager is responsible to guide and manage the overall provision of Human Resources services, policies, and programs for the entire organization, ensuring an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, and goal attainment exists. Also responsible for the recruitment and ongoing development of a superior workforce.

I. Recruiting and staffing
a. Work with executive team to develop and refine job descriptions for new positions and ensure new positions fit within HOPE’s organizational structure
b. Plan recruitment and interview schedules to ensure positions are filled in a timely fashion
c. Post new positions on HOPE’s web site and other recruitment sites
d. Work with finance department and hiring manager to draft job offers
e. Coordinate office space and technology planning for new staff
f. Ensure newly hired employees have all required paperwork completed
g. Coordinate new employee orientation and training
h. Coordinate the termination of employees
i. Conduct exit interviews with exiting employees
II. Management
a. Manage the creation and revision of all organizational policies and documentation in compliance with state and federal laws
b. Identify current holes and issues in HOPE’s human resources policies and procedures
c. Ensure performance management processes and assessments, including goal updates, are completed and filed appropriately
d. Serve as a catalyst and activist for staff members and managers continuing to engage professional development initiatives
e. Supervise and document employee relations and mediation issues
f. Communicate relevant messages to staff (including policy revisions, staffing updates, etc.)
g. Administer benefits plan, ensuring all staff members have a firm and ongoing understanding of HOPE’s benefits
i. Manage software to track balances of vacation time, sick time and home leave
h. Ensure HOPE is complying with all staff safety and health issues
i. Work on benefits and policies to ensure all staff members are thriving in their roles with HOPE
i. Foster an environment where exemplary performance and organizational commitment is recognized
j. Ensure all staff documentation is current and comprehensive
k. Update staff organizational charts, phone lists, staff directory and contacts lists
l. Contribute to the strategic goals and vision of the organization by developing and monitoring relevant human resources department metrics
m. Seek proactively to strengthen HOPE’s human resources department through peer research, benchmarking and through finding creative ways to advance the department
III. Internship and volunteer programs
a. Provide oversight and support to the HR Assistant’s management of the Internship Program
i. Assist in planning and execution of annual Intern Training Conference
ii. Assist in budgeting and management of finances for Internship Program
IV. Other
a. Serve as a resource to field partners’ human resources departments in helping them prepare for and manage growing workforces
b. Undertake special projects as designated by the Director of Administration

II. Passionate commitment to HOPE’s mission of Christ-centered microfinance
III. Demonstrated leadership skills
IV. Excellent written and verbal communication skills (including excellent phone communication skills)
V. High skills and sensitivity in cross-cultural communications and in workplace relationships
VI. Strong attention to detail
VII. Ability to work effectively independently
VIII. Ability to manage multiple projects and deadlines with composure
IX. Bachelor’s degree in Human Resources, Business Administration or a similar field of study
X. Professional in Human Resources (PHR) certification preferred
XI. Significant (two plus years) human resources experience strongly preferred
