Job Description:
Duties include but are not limited to: Serve as a member of the Divisional Finance Board (DFB), being the primary advisor to the DFB on matters of fund raising, marketing and external communications. Recommend Salvation Army policies regarding resource development and community and/or public relations. Serve as the Divisional Commanders personal advisor and liaison for Advisory Board development/relations. Serve as a member and/or chair of the Executive and Nominating committees of the Advisory Board. Initiate and develop relationships with supporting agencies and organizations within the Greater Milwaukee area, and the State of Wisconsin. Continually evaluate Department activities and creatively respond to the changing needs in all areas of the Development Department. Provide leadership and mentoring of Departmental staff in such a way as to impart a clear vision and provide effective communication, resulting in a team environment to carry out Departmental objectives. Prepare and manage the annual budget for the Development Department. Overall responsibility for the creation, planning and implementation of special events and public awareness; cultivation and recognition activities involving donors, the Advisory Board, and other donor/prospect constituencies. Responsible for the management of personnel within all areas of the Development Department. Evaluate (including required testing) candidates for fund raising positions at DHQ as well as Development staff at Divisional Corps. Serve as a consultant to the Corps within the WUM Division for Capital Campaigns, external communications, ongoing resource development, and Advisory Board development activities. Propose and monitor feasibility studies to ascertain funding patterns, community needs, etc. Maintain current knowledge of fundraising techniques and methods, and all legalities (including tax laws) that may apply.

Requirements: Include: Bachelors Degree, with advanced training or degree desired, or equivalent combination of education and experience in non-profit development management. Comprehensive knowledge of fund raising, including prospect research, direct mail solicitation, proposal writing, planned giving, and special events. Strong knowledge of public relations principles and practices. Ability to read, analyze, and interpret complex documents. Strong oral and written communication skills, with the ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups and boards of directors. Excellent problem solving skills: able to define problems, collect data, establish facts, and draw valid conclusions. Strong organizational skills, with the ability to prioritize tasks. Experience in the supervision of large numbers of employees. Excellent interpersonal skills and the ability to effectively interact with members of the public and interest groups. Excellent decision-making ability. Experience in developing and managing budgets for large departments or entities. Good computer skills, including Word, Excel, and e-mail. Must be able to maintain confidentiality. Must have a valid drivers license and be able to obtain driver clearance from TSAs insurance carrier. Must be bondable. Knowledge of The Salvation Army history, mission, and structure, as well as its services, policies and procedures preferred. Commitment to The Salvation Army Mission Statement.
