International Payroll Manager
US-Based Position

The Mission
The mission of International Justice Mission is to protect people from violent forces of injustice by securing rescue and restoration for victims and ensuring public justice systems work for the poor.

The Need
IJM is seeking an International Payroll Manager, based at our Washington, DC headquarters office, to manage all payroll and international tax related responsibilities. The qualified candidate will have a bachelors degree, with a minimum of two years experience in payroll accounting for an international company or organization or experience with a public accounting firm performing similar functions.

Prepare the semi-monthly payroll in a multi-jurisdictional and international environment, auditing timesheets to assure compliance with internal controls;
Monitor and administer various out of state tax compliances, including new hire filings;
Perform international compensation calculations for expatriates, including the calculation of hypothetical tax and adjustments for cost of living and housing differentials, using outsourced data tables and assignment related allowances;
Prepare and review worldwide compensation information for income tax reporting;
Maintain the Replicon web-timesheet system; manage the timesheets and reporting for all employees paid from HQ;
Lead the efforts in securing foreign tax preparation services when new field offices are established; continually assess the quality of services provided by both US and foreign tax preparation services and recommend changes or improvements as necessary;
Maintain payroll job costing reports and update job costing categories on timesheet; enter payroll allocation into Financial Edge;
Manage the filing systems of semi-monthly and quarterly payroll reports;
Communicate employee changes and updates including exemptions, addresses, tax withholdings, and other withholdings into Paychex/ADP database software;
Respond to employee inquiries regarding pay;
Perform all general ledger entries related to payroll, including tax equalization and 403b accruals;
Handle expatriate administration according to company policy, including pre-departure and repatriation orientation;
Assist PWC with expatriate tax issues and tax equalization and assist in streamlining international assignment programs; and coordinate all tax-related aspects of international assignments with PWC;
Audit and reconcile tax reports and filings for federal government and various states;
Aid overseas offices in payroll preparation, journal entering and filing requirements, following local country practices using PWC data sheets (or other info obtained from local sources);
Calculate ongoing 403b employee withholdings and employer contributions, make lump sum payments once vested, trace wayward payments, and write-off liabilities if employees leave before vesting period;
Maintaining communications with the HR department on payroll related issues;
Assure that company is compliant with all federal and state income tax withholding and tax reporting requirements, and correspond with the IRS or state taxing authorities in relation to tax notices;
Monitor US tax reporting processes, verifying 940, 941 and various state withholding and unemployment reports and attest to their accuracy;
Assist in audit preparation related to the payroll function;
Recommend changes in procedures and controls to improve accuracy and efficiency of the payroll function; and
Perform other related duties as assigned.

*What is a statement of faith?
A statement of faith should describe your Christian faith and how it is relevant to your involvement with IJM. The statement can either be incorporated into your cover letter or submitted as a separate document. It should include, at a minimum, a description of your spiritual disciplines (prayer, study, etc.) and your current fellowship or place of worship.

Skills and Experience
Bachelors degree in Accounting, Finance or related field; CPA or CPP preferred;
Minimum of 2 years experience in payroll accounting for an international business or organization with multiple projects;
Proven ability to calculate payroll with accuracy, meeting all related deadlines; significant experience making payroll related journal entries;
Full knowledge of GAAP, multi-jurisdiction rules, and reciprocity agreements;
Demonstrated ability to manage and maintain Excel worksheets;
Experience working with Paychex Preview, ADP or other electronic payroll software; and
Superior administrative capacity to manage a large number of projects and tasks simultaneously and to complete them with minimal oversight.
