Discipleship and Recovery Program Manager

Job Description:



The Program Manager is responsible for effective and strategic ministry to the homeless and addicted that focuses on long-term sustainability via comprehensive holistic recovery programs and by connecting into family and community. This includes but is not limited to: implementing aggressive goals for ministry; overseeing the shelter program, monitoring such goals; training, mentoring and accountability of staff; budget planning, volunteer recruitment, and periodic review and revision of related programs. The Program Manager is also responsible to bring the whole gospel to those we serve through all aspects of the ministry seeking to disciple them into a community of faith consistent with Cityteam church planting philosophy.





  1. Provide spiritual leadership and counsel to residents, clients, and their families as well as employees and volunteers.
  2. Support Cityteam’s strategy to establish self-replicating fellowship communities of faith among the poor and disadvantaged as it relates to the recovery and shelter program. 
  3. Ensure implementation and effective functioning of Cityteam’s “The Way Out” Program including both the Big Book and discipleship tracks.
  4. Provide or otherwise insure Cityteam’s supplemental recovery program components are in place and operational, i.e.  12-step classes, counseling, discipleship, life skills, educational programs, vocational programs, relapse prevention, and recreational programs.
  5. Ensure integration of program services between the rescue mission and recovery programs. 
  6. Supervise, pray for, mentor and hold staff accountable to achieve their department and area goals. 
  7. Oversee compliance with program structure guidelines and mentor resident counsel as needed.
  8. Ensure monthly activity, safety and other requested reports are completed and submitted on time.
  9. Conduct regular staff meetings and personally disseminate information regarding organizational change, budget, ministry philosophy and training opportunities.
  10. Support Cityteam’s community outreach ministries by resourcing staff and expertise out into the community and accepting clients and volunteers into the residential programs. 



  1. Participate and maintain adequate supervision of program operations at all times through residents, paid staff and volunteers.
  2. Insure that program structure and policies adhere to Cityteam’s established standards and are followed by clients, staff, and volunteers.
  3. Provide necessary training, personally or through others, to motivate, encourage, and prepare staff and volunteers to succeed in ministry.
  4. Create and maintain a continually high level of integrity, camaraderie and professional competency among staff and volunteers.
  5. Ensure buildings, grounds and vehicles are clean and well maintained.
  6. Recruit, develop, train, and manage personnel and volunteers for the shelter and recovery programs.



  1. Produce annual budget (operational and capital) in conjunction with the Senior Director and conduct quarterly adjustments and reviews.
  2. Operate within budget parameters, obtaining approval for expenditures outside of department budget parameters.


Planning & Implementation

  1. Conduct periodic goal and planning meetings with the City Director and peers for the purpose of understanding how your department fits in with Cityteam’s overall strategic plan for community outreach, CPM and expansion.


Public Relations and Promotion

  1. Promote unity between Cityteam, churches and secular leaders on behalf of the homeless and rehabilitating men and women.
  2. Represent Cityteam at various city, county and agency meetings where topics related to homelessness and addiction are being addressed.



  1. Conduct and participate in staff performance evaluation process in a timely manner as requested by the Human Resources Department.
  2. Actively promote and utilize clients and graduates in positions of leadership commensurate with their gifts, experiences and maturity. 
  3. Actively recruit for post-graduate interns.
  4. Recruit full-time volunteers and tentmaker staff to insure proper functioning of the program.


Personal Donor Cultivation and Fund-raising

  1. Develop, implement, and maintain a personal donor cultivation and missionary support program in accordance with a plan established annually in cooperation with the City Director.
  2. Develop and implement a strategy for local fund-raising through churches, civic organizations, and special events (i.e., banquets, golf marathons, etc.)
  3. Responsible for special project fund-raising as needed.




  1. Must have a personal and consistent relationship with Jesus Christ and be active in a local body of believers.  
  2. Must have compatible theology on major issues of Cityteam's Statement of Faith.
  3. Must be committed to serving God and the body of Christ as a whole.
  4. Must have a teachable spirit and be committed to team participation.
  5. Must be committed to discipleship, this includes being discipled and discipling others.
  6. Must possess a genuine burden to have people come to Christ and to have their needs alleviated.
  7. Must be an initiator who can work under deadlines.
  8. Be committed to serving the poor and disadvantaged.
  9. Be committed to a holistic approach to ministry.
  10. Must have administrative skills in the motivation of people, setting, and implementation of goals, and most importantly, a commitment to getting the job done.
  11. Must have experience working in the field of rescue or recovery ministry.  Prefer familiarity with the original Alcoholic’s Anonymous Big Book study.
  12. Knowledge of chemical addiction, recovery and relapse prevention principles required.
  13. Must be able to intelligently delegate, communicate effectively and be results oriented
  14. Undergraduate degree desired, equivalent experience will be considered.
  15. Must have the ability to speak, teach or preach as required in churches, Sunday School groups, clubs and civic organizations.
  16. (S)He must be capable of serving as a leader in the community, and willing to actively participate in community events. 
  17. (S)He must also have the capability and willingness to work with the broad spectrum of the Body of Christ in order to facilitate healing within the body and to encourage the body to function as God intended.
