Job Description:

Niamey, Niger - The Program Manager, Security and Logistics, Niger (1484) is responsible to oversee and manage staff security and logistics. This includes designing and implementing systems for procurement, importation, and transport of emergency relief commodities in addition to implementing and maintaining compliance with the necessary safety and security protocols, including monitoring and tracking staff movements with the appropriate technology (GPS, CODAN radios, etc.). When appropriate, this position will also attend Logistics Cluster meetings and Embassy/NGO/UNDSS Security meetings.


• Design, implement and maintain an effective system of procurement, transportation, and storage of all project and office relief and support materials and commodities in accordance with the Samaritan’s Purse (SP) Procurement Field Operating Guide (FOG). • Implement and maintain compliance with the SP Safety and Security FOG. • Act as a focal point for logistical requests from the team, implementing and safeguarding SP’s field procurement system. • Develop and implement reliable and appropriate processes for orderly, effective and safe distribution of project supplies in the field. • Assist the Operations & Technology Manager with decision making related to field operations based on the current security climate. • Assist in maintenance and improving the project logistic systems, vehicles, radio/electrical and other equipment. • Manage and maintain the vehicle fleet, ensuring that all the vehicles are properly maintained and used within SP policy. • Ensure logistical success of project goals, including transportation and storage of communities to field locations, collation of waybills and waybill reporting. • Formally report on security and logistical status of projects and field sites to the Operations & Technology Manager as well as the formal briefing of the senior leadership team in country. • Hire and manage national logistics and security staff, if necessary. • Manage strategic relationships with customs officials, airport authorities, embassy, NGOs, military, government, and logistical personnel, and where applicable, merchants and other significant individuals. • Maintain careful records of all compound inventoried items, noting their movement and status. • Assist in the procurement of needed supplies, including construction materials, base supplies, materials to support programs, and supplies needed for ministry. • Keep careful records of consumption, and submit supply orders to stock both food and other supplies for compound staff programs. • Keep records of all base storerooms, inventorying and distributing donations as they become available. • Attend daily morning devotions and participate in prayer support for the ministry, its donors and volunteers. • Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public. • Assess, manage, and report critical physical, emotional, or spiritual concerns of supervised staff.


• Maintains a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ. • Bachelor's degree from four-year college or university in Logistics, Security or related field; or one to two years related experience and/or training; or equivalent combination of education and experience. • One year of college-level Biblical studies is preferred. • Former military/law enforcement experience or security training desirable. • Strong critical thinking and problem solving skills. • Ability to cope with stress and live in basic conditions; must have flexibility and patience.     • Ability to network and build relationships with government, civil society, and community partners.  • Experience with and have a working knowledge of Access or other relational data base systems desirable. • Strong verbal and written communication in both English and French.

12 month contract with the potential for renewal.
